UPAE Statement: Engineers for Integrity and Nation-Building
The UP Alumni Engineers, Inc. (UPAE), guided by Honor, Excellence, and Service as mga Inhenyero Para sa Bayan, join our fellow citizens in condemning corruption in public works.
The misuse of public funds through fraudulent bidding, substandard construction, and collusion between officials and contractors betrays public trust and directly endangers community safety and progress. As engineers, we know that compromised designs, poor-quality materials, and misallocated resources result in unsafe roads, weak flood controls, wasted development opportunities, and real costs in lives, livelihoods, and the environment.
We, the UPAE, commit our expertise to advance transparency and accountability through collaboration across sectors:
Supporting citizen monitoring – Working with LGUs, civil society, and media to make standards clear and usable by communities.
Advising policymakers – Providing technical input on procurement reform, QA/QC, and engineering ethics.
Mentoring future engineers – Embedding integrity and public service through mentorship and university partnerships.
Promoting innovation for integrity – Encouraging adoption of independent audits and modern monitoring tools.
A Collective Call
We urge all University Alumni Engineersβ associations and professional societies to uphold common standards of transparency and to work with the government, industry, academe, and civil society in building a culture of integrity and excellence towards nation-building.
We will use our training, our networks, and our voice until truth is disclosed, funds are recovered, and those who betrayed the public are held to account.
