Elmir S. Dela Cruz
Major General Elmir Soriano Dela Cruz, BSIE 1991
O-7872 Armed Forces of the Philippines (Retired) was born on 31 January 1957 in Lipa City. He spent two (2) years at the University of the Philippines pursuing BS in Electrical Engineering, before entering the Philippine Military Academy (PMA) on 01 April 1975 as a Cadet. He graduated with honors from PMA on 25 February 1979 and got his commission in the Philippine Army (PA) as a Second Lieutenant in the regular force on the same date.
His local military training include the Scout Ranger Course in 1981, the Communications-Electronics Officer Basic Course in 1982, the Communications-Electronics Officer Advance Course in 1990, and the Command and General Staff Course in 2000. His foreign military training include the Brigade Communications-Electronics Staff Officer Course in 1985 taken at the United States Army Artillery School in Fort Sill USA, and the United States Army Distance Education Course at the US Army War College where he was conferred the Master of Strategic Studies in 2004.
He also earned a Diploma in Industrial Engineering from the University of the Philippines in 1991 and a Masters in Management degree from the Philippine Christian University in 2000.
His tour of duty in the active service started as an infantry platoon leader in the 34th Infantry Battalion deployed in Jolo Island in the province of Sulu in 1979. He then became an operations staff officer of the 2nd Infantry Brigade in Fort Magsaysay, Nueva Ecija on re-training in 1981 until its deployment back to Jolo Island in 1982. His career as a Signal officer in the Philippine Army started upon his completion of the PA Communications-Electronics Officer Basic Course in 1982. Thus his training and Unit and leadership assignments from then on were related to electronics and telecommunications and much later on in computers in the Armed Forces.
One of the major achievements of MAJOR GENERAL DELA CRUZ (Retired) in the Armed Forces was his designation as Project Manager of the Project Management Team (PMT) for Communications Systems of the Philippine Army Modernization Program until 01 February 2005. The PMT was instrumental in the successful project definition, procurement, and deployment of the new and modern high frequency man-portable and very high frequency hand-portable radios for the Philippine Army and the Philippine Marine Corps. The said radios have become the standard ground military tactical radios platform for the entire AFP.
He assumed the position as the Deputy Chief of Staff for Communications, Electronics and Information Systems, J6 on 10 March 2010. He held the position until his retirement from the AFP on 31 January 2013. The position provided an opportunity for MAJOR GENERAL DELA CRUZ (Retired) to lead the AFP telecommunications and information systems team in developing the concept for and defining the requirements of the various components of the AFP command, control, communications, computers, intelligence, surveillance, target acquisition and reconnaissance (AFP C4ISTAR) project. The said AFP C4ISTAR is presently being pursued by the Department of National Defense as part of the AFP Modernization Program.
His accomplishments as Deputy Chief of Staff for Communications, Electronics and Information Systems, J6 earned for him the Philippine Military Academy Alumni Association Cavalier Award for Staff functions in 2013.
After retirement, MAJOR GENERAL ELMIR S DELA CRUZ (Retired) had a two (2)-year stint at the Bureau of Customs from 18 November 2013 to 10 January 2016 as Acting District Collector of the largest Collection District of the Bureau of Customs (in terms of volume of imports and exports and revenue collection) – the Manila International Container Port. His detail at the Bureau of Customs was part of the reform and modernization program of the Department of Finance.
MAJOR GENERAL ELMIR S DELA CRUZ AFP (Retired) was awarded the National Achievement Award for Military Service by the UP Alumni Engineers in 2014.
He is married to the former Mona Lisa Bautista (UP Stat ’78 cum laude) and they are blessed with three (3) children – Isabel (Oblation Scholar and UP IE ’06 magna cum laude), Lorenzo (Oblation Scholar and UP Comm Res ’08), and Beatriz (Oblation Scholar and UP BAA ’12 magna cum laude).
