UP Alumni Achievers: Maximo L. Carvajal

Engr. Maximo L. Carvajal, a civil engineer with over three decades of experience in public service and civil engineering, is the current Undersecretary of the Department of Public Works and Highways.

As Undersecretary for Information Management and Technical Services, Undersecretary Carvajal focuses on the oversight of the six Bureaus, namely the Bureau of Construction, Bureau of Design, Bureau of Equipment, Bureau of Maintenance, Bureau of Quality and Safety, and Bureau of Research and Standards, in order to ensure that implementing offices receive the necessary technical support. Additionally, he is in charge of the Information Management Service (IMS). He is also currently a member of the Philippine Institute of Civil Engineers (PICE)

Before rising to the position of Undersecretary for Information Management and Technical Services, he served as Undersecretary for Regional Operations in NCR, Region IV-B, and the Visayas, Assistant Secretary for Regional Operations in Mindanao, and Assistant Secretary for the Unified Project Management Office (UPMO) Operations, among others. In addition, Undersecretary Carvajal was recently appointed as the Primary Focal Person for the Comprehensive Social Benefits Program (CSBP) for the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) battle/duty casualties and their defendants. Prior to his current positions, he served as Project Manager III for more than a decade, overseeing the implementation of various internationally and locally funded infrastructure projects for the Department. He served as the Project Director for a number of Project Management Offices, including the Integrated Bank for Reconstruction and Development (IBRD-PMO), the Urban Road Project Office (URPO-PMO), and the Philippine Japan Highway Loan (PJHL-PMO). In 1984, he began his career as a Materials Laboratory Technician in what was then the Ministry of Public Works and Highways.

In 1984, Usec. Carvajal earned his BS degree in Civil Engineering from the University of the Philippines. In 1998, he received his master’s degree in business administration from Metro Manila College, where he was awarded a bronze medal.
