UPAE Alumni Achievers: Alan Luis Silayan
Engr. Alan Luis Silayan has devoted his career to the most pressing issues of our time, including climate change, disaster resilience, climate governance, and climate finance, long before it became a topic of widespread interest in civil society and public discourse, with over 15 years of experience designing and leading Climate Change Adaptation and Mitigation policies, strategies, and programs in Asia.
Mr. Silayan is the current Chief of Party (COP) for the Climate Resilient Cities (CRS) project, where he combines expertise in Climate Change Adaptation management, engagement with the private sector, and technical and city-level coordination. This has enabled him to bridge gaps between the private and public sectors.
Prior to joining CRS, Alan served as an independent consultant for UNDP, where he oversaw the development of the Philippine Nationally Determined ContributionsβImplementation Plan (NDC-IP) for the Climate Change Commission.
From 2017 to 2019, he served as the Programs Director of Clean Air Asia (CAA), directing the regional execution of multiple projects under three distinct programs: Air Quality & Climate Change (AQCC), Sustainable Transport, and Cities Certification. As the Managing Director of CaFiS Inc., a carbon finance consulting firm, from 2006 to 2014, he has a strong background in private sector engagement. CaFiS Inc., was the first Philippine CDM Consultancy firm serving the local market for the delivery of climate change mitigation projects and the design of innovative, often pioneering finance mechanisms that enabled the implementation of projects in a variety of sectors, including renewable energy, transport, agriculture, and industry.
Alan graduated with a Bachelor of Science degree in Industrial Engineering fromβ¨the University of the Philippines at Diliman and a Master of Business Administration (MBA) degree in Natural Resources and Environment from the TU-Bergakademie, International Management of Resources and Environment (IMRE) (Freiberg, Germany).
